    It is illegal to counterfit an official document. Excellent research, devoid of empirical reasoning. The hoax is not and was never meant to be a copy of a real document. Any more than a Mickey Mouse club ID that has "driver's license" hand written across it and is posted on the internet. If somebody applied for a passport or other commerce (job, etc) that would be fraud. Generating this fake document, associated with no country and no real document is no crime. It is the same as a very humorous "Certificate of Appreciation" that I print all the time.
